hello am looking at giant defy 4

am just worried about sizing am about 5ft 7in or just below this height with approximate inside leg of 31 to 32 inch

am looking at the small and thinking this is ok size to buy rather than medium

does anyone know what is the effecttive seat tube measuremnet if the top tube was horizontal i,e what would the seat tube measurement be if the top tube was horizintal from head tube

I would say you need a medium / 54
You should try both sizes in a bike shop if possible.
