Release the cable pinch bolt, pull the cable tight, and then tighten the pinch bolt.
If it's not cable slack, it's probably the spring tension in the brake, or the brakes pivot screw has been overtightened.0 -

You can break your brake, but you cannot stop with a break, for that you must use a brake.0 -
Release the cable at the pinch bolt. Squeeze the brake caliper so the blocks hit the rim. When you let go does the brake spring open again?
If so, the problem is likely the cables / outers. You can clean and lube them, but in my experience once they get to this state it's better to replace the lot.
If not, the problem is in the caliper and you need to dismantle, clean, lube and reassemble the thing.0
