Whats the difference between 700 wheels and the 622 wheels?

Been looking at buying some cheap wheels with a budget of around £250 i came across some Shimano ultegra 6700 which i had almost bought but realised the size of the wheel is 622x15
Is this better or worse than 700x19 i have i think?
would i even notice the difference?
Just bought 700 tyres but re-ordering them shouldnt be a problem.
