Changing to new tire, problem

Please don't laugh when you read this.
I put my new tires on my bike earlier, and there is a slight wobble when the wheels spins I know it's not the wheels as there are new.
I have looked on you tube, and it is as easy as I thought, but I can't get the wobble out. I have tired twice.
The tires are the folding type so when they came they was flat and out of shape, would have any thing to do with it.
What iam doing wrong.

Is the rim tape straight? Have you tried soapy water? Have you tried higher pressures?0

Soapy water creates less friction allowing the bead to slide into place easier, apply it all the way around both beads0

Are the tires seated properly? I have had this prob once and basically a small part of the tire wall was sitting too high on the rim causing a wobble, felt like i was riding over a rumble strip every second.
This was on my road bike mind but assume same principle.0 -
