Brake QR not working

My front tektro brake QR only goes from the top to 90 degrees before it locks, it does not give a lot of open/close motion for getting the tyre in/out , i notice that here is a cam in the middle is it something to do with that?
The tektro website is no help as all of their diagrams dont show that part.
