Longs for tall and skinny person

I'm 6'4" tall, 32" waist, 34" inside leg.
I want to buy some long tights (not bibs) to wear under baggy shorts / 3/4 shorts - normally at this time of year I'm fine with just the 3/4s but given that it was -13 degrees this morning I think bare shins is a little too extreme. But there's no point buying any that leave three or four inches of ankle exposed.
Can anyone recommend any that have a long leg without being designed for someone with a large waist?
I also have the same problem with tracksuit trousers for the gym - e.g. all adidas trousers have 31" legs - if you know anyone who makes longer ones please let me know!

I have a pair of DHB [Merston, I think] padded tights from Wiggle. I'm 6'4" as well and although slightly wider than you, they are long enough and fit well.
I also use tracksuit trousers from rugby specific brands, Canterbury [CCC] or Kooga which tend to be long enough.0 -
Under armor tights fit well I'm 6ft 5 and they are long enough for me. My shorts have a padded liner so no need to buy padded ones for me!0

A bit over 6ft 5" at 14 stone, 36" waist, 35" leg - I wear bib longs under baggies as well.
I really like Scott RC Pro tights (long and 3/4) - they can usually be found on sale. I find the XL fits me well but is stretched out, might be a tad baggy - but not bad - on a 32" waist. You also might find an L big enough and better fit at the waist. The +++ padding I find very good too. (Try the seller Nufoot on ebay...)
In my experience - I'd stay away from Gore - I have XXL Winstoppers that I need XXL for the length but they are a little roomy in the thighs0
