Warm blooded but cold?

I seem to only need a base layer and a light top once I get going in these freezing temperatures. The problem is the wind bites through me on the downs. Could anyone recommend a wind-proof outer that is light and will pack down to a small size. I don't need it for insulating properties but maybe a bit of waterproof quality would be a nice add on bonus.

I find the same thing. I generate nuclear-reactor levels of heat, it seems. So when I'm doing something, my royal racing top under my Vango waterproof is fine, even for trekking up mountains at -17 degrees.
As soon as I've stopped for a bit though, to take a photo for example, I freeze my nuts off!
Not sure of the solution, so I'm just bumping the thread in the hope I can learn something too.
I've heard people explain how awesome Merino wool baselayers can be, but the guys in Cotswolds said that even though the socks are absolutely awesome, they don't see any advantage in the baselayers when compared to something as basic as coolmax, even.0 -
try and find a parachute silk jacket. military typ eplaces often do them, they can be pricey but they are the ultimate windproof fabric.0

sheepsteeth, iv,e got a double thickness top made from parachute silk tried it on the bike not that good, it soaks up the sweat and can feel really cold, good to put on when stopped though, and it does pack down to nothing0

Cheers for the input guys. Any other thoughts or suggestions would be greatly appreciated.
(Went to Kings of Leon last night and my god I was hot there, I think wearing a wicking base layer at a gig would raise a few eyebrows though )0
