Geometry and fork length

Hi,
Looking at two bikes - a 20" Diamondback and a 19" Specialized.
The geometry figures are almost identical, but the diamondback has a 130mm travel fork and the specialized 100mm.
Are the figures quoted with the fork in place, or would the diamondback have a slacker effective geometry?

no idea it depends on how they makers measure, they dont all measure the same way.
Some measure as fitted some measure at sag and some measure at a fixed axle to crown length."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."
