I must say I am somewhat ambivalent to Qatar winning the bid, as I am no great football fan, however there is a certain lack of accuracy on some comments...
a) Tournament will be held at the normal time (June/July?) as this was a requirement of the bid process
b) The stadia will be air conditioned and will (allegedly) remain at 23C irrespective of the number of occupants. I'm not sure what the on pitch temperature will be.
c) Qatar is to invest at least $4 billion in infrastructure upgrades in Doha (the capital) alone.
d) The stadia will be built in a modular form, and will be donated to some of the poorer African nations at the end of the tournament (as Qatar really won't need them). I would assume that the air conditioning units won't be included...
e) Qatar is not dry - I go there almost every week, and would have noticed! Drinking is heavily controlled through licensing, and only available at 5* hotels.
f) Homosexuality is illegal, as is exceeding 70mph in the UK - and obviously no one ever does that, do they...Generally a blind eye is turned to it for tourists. However, if you decide to have a Gay Pride march through Doha in June 2022, then you will probably be arrested and deported...
g) Qatar does not host a F1 race, that is Bahrain and more recently Abu Dhabi as well. Qatar does hold a round of Moto GP though, and has since 2004.
FIFA (or rather Sepp Blatter) does appear to be making a pigs ear of a (very?) controversial selection process winner, by now talking about changing the structure of the tournament AFTER the award has been made.
Qatar will undoubtedly invest hugely in this opportunity, and based upon my experience in the region, will do a very good job of organising things (as did Bahrain & Abu Dhabi for F1 races etc). The current airport is a disaster, however a new one is already under construction (nothing to do with the bid), and Qatar have experience of hosting the Asian Games in 2006, so do have some idea.
More of a concern is the regional "habit" of giving passports to athletes to have a much better team than they actually developed!

The only reason MotoGp and F1 go to places like Qatar is money money money. They race at night because it's too hot in the day, the grip is poor at night due to moisture on the track so the riders/drivers don't like it, you get a narrow racing line because of sand blowing on the track so overtaking(motogp) is a no no, zero attendence and even the marshalls are flown in from spain because they can't get people to do it.
They'll probably have to import half of india for jobs at the world cup, pay them peanuts, crap living conditions, and then they'll cast them to one side when the world cup is over.0
