cold set a frame

I've just bought a frame on Ebay, to build a bike for my girlfriend. Problem it's a 126 mm spaced and I am looking at fitting a 9 or 10 speed groupset. The frame is steel so in principle it can be cold set to 130 mm.
Anyone aware of a LBS offering this service in central London or West London?

Alternatively I can have a go myself with the Sheldon Brown method, but I'm not sure... anyone can advise?

just do it. its only 2mm each side.
