Most bikes that people use for commuting have rear mudguard eyelets and suspension forks without eyelets

Most mudguard sets are EITHER 2x bolt-on mudguards OR 2x clip-on.

Does anyone make a set for a typical bike with rear bolt-on and front clip-on?
