Gravel along East London canal

They have recently spread fine gravel along a section of the East London Canal around Mile End. I am now getting a puncture almost every day from it!!!

Does anyone know why on earth they did this? It was a really bad idea.

    I would imagine it was laid to slow us down, but whoever gave the order hadn't realised gravel causes p*nctures. It's not a regular route of mine, but I do use it to get to Leytonstone one evening a week and I noticed the "changed" road surface a couple of weeks back. Eurgh!
