Doesn't Scotland have a huge health problem?
Taxing people off bikes doesn't seem to be the right way to tackle this. Just found out that Scotland has a higher rate of skin cancer than Australia because of all of the 'pay as you grow a melanoma' tanning salons. Doesn't seem like a very healthy place to me.
Bike taxation could work though if they offer a free deep fried Mars Bar to everyone who registers their bike for taxation.
Maybe call it the Hoy tax to tap in to the national pride. Or the Obree tax.
Back OT, saddle height is a function of leg length. Put the saddle in the right place for the length of your legs.
Bar height is dependent on many factors, how you wish to ride (TT or trip to the shops), flexibility, whether you are worried about your boobs falling out of your top (one for the females there) (but a pic for the blokes) etc.
It took me years to realise that my LBS set my bar height/stem angle too low for my height and flexibility. Eventually I angled my stem right up (but bars still below the saddle) and found I was much more comfortable and able to ride further and for longer. Just a thought JR but is your bike frame the right size ? I used to ride 56 frame which meant I had to have the saddle above the bars to get my leg length right - I now ride a 58 which means that the bars are higher and I can get my leg length correct without leaning too far forward - of course you need to make sure the the top bar isn't too long or you will be stretching all the time0
