Tell me about tube angles.

What difference do these make?
If looking for a bike, I know I need something in the order of a 52cm, with roughly a 53-53.5cm (horizontal) top tube. I'm 5'7 and fairly in proportion. But what difference do seat tube and head tube angles make? And when I read about bikes with 'relaxed' angles, what does this mean?
From what I can see a bigger seat tube and smaller head tube angle will put the saddle and bars closer together, is that right?
