My local council is planning to build a road along an old railway line, which is currently earmarked to be turned into a cycle route. You can cycle along there now, although not on a road bike.

The council sent out a newsletter 'bragging' about how they don't need to go through the planning process for this.

Does anyone know how come a new road (through a greenfield area, there wasn't a road there before) doesn't need planning permission?
