I can"t picture how that bike has knocked out two parking meters and then collided with a car

I can, however, imagine how a car could knock all three down but, hey, let's let the driver go and charge the cyclist...

+1, you won't get proper cider there either.
I've added a signature to prove it is still possible.

Let me see if I've got this right, Officer deRosa: The cyclist collided with the first parking meter and knocked it to an angle of about 60 degrees, then, dissatisfied with his effort, no doubt drink-fuelled, accelerated over the next 25 (ish) feet and (a) knocked the head off the meter and the pole almost completely flat and, unfazed by these two collisions, rode into the path of a car.

The emergency services (police or ambulance) then found the bike in the way and moved it back to just before the first parking meter so as not to impede matters.

Well, that seems a perfectly reasonable explanation for what happened.

The idea that the driver first hit the cyclist, then perhaps trying to swerve out of the way. he then mounted the pavement, (sorry, sidewalk), hit the meter and the adjacent safety barrier and the proceeded to almost flatten the second meter is clearly preposterous.

No further investigation is needed so please proceed about your duties
