sram force front mech shifting

I have sram force installed on my bike and I understand that there are three postions on the front mech. When I shift down from the top position, onto the "middle" position there is no movement on the mech but when I shift down again it drops into the bottom position.
Is this normal? Is this an issue with the shifter? Is this me just not being able to operate the shifters properly?

Does it perhaps move a tiny bit? Is it a trim mechanism to stop the chain rubbing when in one half of the cassette?2010 Trek 1.5 Road - swissstop green, conti GP4000S

you might be stretching the cable against the limit screw.0

This is a trim position & moves the front cage slightly to avoid chain rub as dmch2 mentioned,Boardman Team carbon LE #077

It doesnt move as much as Shimano, if thats what you are comparing it to. The movement is minimal.0
