Wind (pump) question

Years ago I bought a cheap (iirc around £15) track pump from Halfords which was fine for MTB tyres and the kids' bikes, and still is
However when checking/inflating my 700x23s the reading is very erratic and I can't seem to get more than 100psi into them even though it appears to still be 'sealed' onto the presta valve OK - might I be doing something wrong or do you think the pump might not be man enough please?

Cheap floor pumps are often fairly pathetic when it comes to high pressures. You need a decent one with a slim aluminium barrel such as the Joe Blow.0
