Endura Stealth Jacket

Hi Folks,
Got myself a stealth jacket following the rave reviews on it.
Found when i'm cycling it's fine especially with the vents. But the tail tends to ride upto your waist which isn't really an issue.
The problem I have with this jacket is when you stop, the heat just gets sucked right out leaving you cold if you stand around.
But since it's coming into winter I would really hate to get a puncture with it on as theres no room for a mid layer.
I'm currently using a north face baselayer not a thermal one.
Question is would a thermal baselayer cure the problem.

merino baselayers, from now until it warms up again in the summer.
It's an effect you get with any lightweight waterproof, the only waterproofs i've got that don't do it are my yachting ones, but then if you try to ride in those you just boil alive.0
