abandon bikes protocol

I would never upset another cyclists, but there is an abandon frame and wheelset locked up near me which have been there for about 6 weeks. How would you go about seeing if the frame is unwanted, ask the council I guess. I would hate to be seen as a thief but at the same time the thought of the council just removing it and taking it to the dump seems a shame. They would not auction it as it just a tatty frame and wheels.
Anyone else faced something similar?

    You could hand it in to the police as lost property.
    After a certain amount of time if its not claimed its usually yours and its all legal.
