GXP Bottom Bracket Issues

Just been attempting to install my GXP botom bracket and Sram Force chainset to my Specialized Tarmac frame.
I have installed the BB as instructed with the with the two spacers used as I think the BB is 68mm. (the istrcutions say they should be used on a 73mm BB) I have then installed the cranks and when they are tightened up they are not able to rotate. obviously if they are loosened off they rotate fine but there is quite a lot of play.
Any thoughts on why this is happening? any ideas what needs to be done to sort this out?

Take the spacers out?
My cranks have a wave washer for use with GXP BBs. Do you have one of those? Or maybe you need a spacer on one side only?0 -

Can't understand that, did you fit spacers or not ?
