What is the procedure for reporting a dodgy sale?

Hi,
I've recently bought a Cateye double wireless computer from one of the members of bike radar. The item was described as having been fitted to the bike but never used. When the item arrived, I discovered that it was missing the bracket band and bracket, both of which are needed to attach the computer to the bike. The seller claims that "as far as he knows, the only items missing were some cable ties". I can obtain the missing parts on the net, but the point is that this person sold some kit that was not fit for purpose in that it could not be used. I feel that other members should be warned about trading with him.
