UCI announcedthis today

Was this always the plan? I must admit, I lost sight of it a while ago.

The rules are also most restrictive on Pro-Conti teams next year, aren't they?

    I think that when the UCI make another bid to control the ASO they will have more people in their control by their balls.
    They have had a couple of years to work out this new agenda and not loose control like last time.
    This plan is coming into operation rather fast and they have given the ASO little time to get organised against the next onslaught.
    Battles have been won but the war goes on is my reading.

    I think that means the ASO took notes as it didn't say they contributed anything. I know McTwit says it's open to discussion and Zomegnan shouldn't have the Giro in the pro tour if it can't take 18 PT teams. (there's a hint for you about the big stick he wants to wave)

    It does however say "cyclingnews has tried to contact ASO but nobody from the organisation was available for comment"
