Bent top tube

I've just aquired an 853 road frame and after inspection I found it has a bend in the top tube.It tends to dip about 3-4mm in the middle of the tube and is slightly dented on both sides. I would appreciate any suggestions on the safety of the frame. Many Thanks Ian.

A framebuilder can replace the tube for 50-70 quid, plus respraying costs (DIY?).
