When riding in the bottom 3-4 cogs on the rear the mech its bumping against the frame on almost any bump.. Any idea how i can stop this?

There is a small screw that adjusts the mech's distance from the cogs, it's known as the B-screw. Check ParkTool's website for handy guides of how to adjust your mech.

P.S. just re-read the question, and I missed the point, but the above might help all the same.

Think that's something that the B-tension screw can cure. You see that screw on the left near the cassette? Turn it in a few turns. Make a note, because you might have to turn it back if I'm wrong :P
