...in a single season?
Thinking 8 is probably pretty high in the rankings if not at the top.
So opening gambit: Cavendish - 5 TdF 3 Vuelta and counting...

Overall there's 7 riders with 30 or more GT stage wins:
Edddy Merckx 64
Mario Cipollini 57
Alessandro Petacchi 47
Bernard Hinault 41
Rik Van Looy 38
Freddy Maertens 35
Fausto Coppi 31
Cav currently on 23.0 -
That list is absent of at least one name, Cipollini beat Alfredo Binda's record for Giro d'Italia stage wins, which stood at 41 stage wins.0

The question was about GT wins in a single year - not over a career. But it's still an interesting list.0 -

That list is incomplete
Alfredo Binda won 43 GT stages, 41 in the Giro and 2 in the Tour
Learco Guerra won 38 GT stages, 31 in the Giro and 7 in the Tour
Constante Girardengo won 30 GT stages, all in the Giro
And that's just the Italians.0 -
One other with more than 30 GT stages in his career is Delio Rodriguez who won 39 Vuelta stages.
On topic: Freddy Maertens in probably unbeatable with 20 stages in one season. The best I found are Binda in 1927 (12 Giro stages), Guerra in 1934 (10 Giro stages) and Olmo in 1936 (10 Giro stages)0
