Lockable panniers

My current briefcase pannier has failed this afternoon fairly spectacularly in a rainstorm (taking my phone with it). I need to replace. I need a waterproof pannier which will take a laptop, papers and clothes (up to a suit). It also needs to be lockable or have a lockable compartment or I will fall foul of NHS information governance rules. Does anyone have any ideas. Thanks.

    This months Cycle Plus Mag (October edition) has a group test on bags and panniers, not sure if they have anything to suite you, but might be worth a sneeky look in WH Smiths :D
