Inflated tyre not round

Just went out to try out new wheelset, I was getting a train sleeper dum-dum effect, I thought bugger wheels are warped.
But putting them on the workstand showed the tyre was not competly round (rim edge stayed in one place on the fork during rotation, so rim is round)
What would cause this and what's the solution? Black circle is correct roundness, and red is example where one bit of the tyre is. The tyre label is partially obstructed by the rim. I have deflated and reinfalted but it's still the same.
New wheels, new tyres.

Sounds like the tire bead is not seated correctly. Another possiblity is that the tire and rim are 2 different sizes(i.e. rim is 700c and tire is 27" - something along those lines). Could also be that the tire is faulty and or incorrectly made. I want to vote for incorrect bead seating but.....0 -
wheels are campag ventos, tyres are victoria rubinoSay... That's a nice bike..

Have to agree with dennisn that it sounds like the tyre isn't seated properly. I recently got a new pair of Campag Eurus and had what sounds like the same problem as you after I first fitted the tyres. Had to refit the tyres twice before I finally got them seated correctly.'Hello to Jason Isaacs'0

Sore thumbs and a headache.
Tried 3 inners, 3 tyres. All of them had uneven roundness on this vento front wheel, ok on others. Took it to LBS and said did you try fairy liquid... nope.
All sorted now!Say... That's a nice bike..

No need for fairy liquid, esp on rims where the brakes go.
Partially inflate the tyre then work round eyeballing the tyre's position on the rim. It'll be obvious where it's not properly seated, just roll it into place with the thumbs where necessary. Do it on both sides, then inflate to full pressure.
Sounds convoluted but it adds next to nothing timewise.0 -
Did that. Several times, on three tyres (two new, one used) Never had that problem, did think bead not seated tried many times.
No big deal about rims and fairy liquid, bit of water and it'll go...and a bit of brakingSay... That's a nice bike..
