Bike rack hire Vs MPV/Van hire

Hey up,
Off to Scotland in October and trying to sort the best way to get 3 bikes people and bags up there!
Can you hire bike racks? as mine wont take 3 bikes and wanted one to go on the roof.
Was going to hire a car so hiring a MPV or van was also an option but the MPV hire looks dear from a few searches!

Anyone got any tips or suggestions?
