Flex in front end - is this normal?

Hi,
I have a 58cm Specialized Tarmac (2008/9 model) and I've noticed a fair amount of lateral flex around the front end. It's got 44cm bars on it (pro Plt conpact) which, if I pull on them hard, seem twist the whole area including the head tube.
I think much of the problem is down to the large number of spacers below the stem. Is there a way to reduce flex in this area, perhaps with some sort of stiffened spacer, or should I just accept this as a 'design feature'? I'm quite new to road bikes so not really sure what's normal.

It's a quick and easy job to remove spacers and then test if any flex is felt.
I'd be unnerved to have any movement at that point....
does it "flap" about when climbing?0
