A frustrating day - tyre pressures/punctures

Hello,
I spent most of Saturday messing about with my bike due to repeated tyre problems. It started when the gauge on my track pump seemed to fail and caused me to put way too much air in the tube, causing a blow out. A bit of a shock, but no big deal.
The bang attracted my neighbour to my garage and it turned out he'd been a real racer when he was younger. He had a look at the bike and spotted my tyres were shagged out (its a cheapo ebay bike I bought just to get into cycling with).
So off I go to buy some new tyres - I'm determined to stick to a tight budget on this as I have a habit of overspending on new hobbies that never get off the ground (I have £3k worth of go-karting equipment sat in a garage that I havent touched since Xmas!). So, I pick up some tyres on the market for £7.50 each. They have a rating on the side of 5 bar or 75psi.
I put in about 4 bar to be sure and carried on setting the bike up for me to use for my first long ride next week. The tyre was fine as I rode up and down the street testing settings etc. When I finished I put a bit more in and left it in the garage. About 10 mins later I heard a pop/bang but ignored it. The next morning the tyre was flat and wouldnt take any more air and the tube had bulged out of the side of the tyre.
I'm guessing I over-inflated it and the tyre gave up on the tube, but if anyone thinks there might be another cause I'd be interested. Could this happen if the rim was bent maybe? I'm sure I didnt overfill it. I guess I'm a victim of cheap tyres?? I'm suspicious because the same thing happened last week with the old "shagged out" tyres I just replaced!

If the tires aren't seated on the rim correctly, it is possible for the tube to make a small escape, bulge out and blow. I've been a bike mechanic for several years but it still happens to me sometimes.
It's unlikely to be cheap tires, but could be the tire not seated correctly on the rim, or something else like the rim being damaged. Check the rim, if there are any splits, or dings (Technical terms there. A ding is where the rim is bent inwards or outwards) then the rim needs replacing. Ok, is there a quick guide somewhere to how to correctly seat a tyre on the rim?
