I cycled down Winnats on Sunday after riding up the other side from Edale.
Its not too bad. Very steep but quite open and visibility is good. Main problem for me was the cars were going too slowly so I had to be on the brakes the whole time to avoid rear ending them.
Be very careful of the cattle grid at the bottom by the caves. If you went over at full speed it could be nasty. its on of the old style ones made of round bars and big gaps. I went over about 20mph in full on MTB bendy knees mode and it nearly threw me off. Would be fun on an full sus MTB though.0 -

So that claims to be the definitive guide to the UK's climbs and yet only lists one climb for South Wales which I've always considered to be quite hilly :?0

fleur de lys near blackwood is the steepest i can think of in s wales.

I stayed in Lynmouth years ago on holiday with my mates after our A levels. I took my bike and rode up it every day for a week. Every morning I would wake up hungover with a feeling of dread but I'd committed myself and never felt I could bottle out. It's definitely the steepest I've ever done. Luckily I had the sense to take my touring bike because I would have been walking on the 42 x 21 on my racing bike!0 -

According to Ride With GPS it's about 7.5% at its maximum so pretty flat in the context of most of the climbs on this thread.
EDIT Map My Ride has the steepest section at 12% but only for a very short length.0 -

Richie is singlehandedly putting the list together. I gather its very painstaking work, but I'm sure he will have a fully comprehensive list eventually. It's very much a labour of love for him!0 -
Usually struggle on Prospect Place , Bathford. Not that long but it always seems to be wet so when you try getting out of the saddle you get a wheel spin.
Some short steep ones are like that especially on wet cobbles making them more difficult.0 -
The road out of Kettlewell going to Wensley in the Yorkshire Dales. I came down it yesterday in horrible conditions, never seen it before but it has signs saying 25% with horrible tight hairpins, one with adverse camber which doesn't help you get round it easily.
It reminded me of Rosedale Chimney but may not be as long.0 -
Rosedale Chimney Bank is generally accepted as being the steepest seciton of public road in England but there are two sections of road in Batley, in quick succession, on my commute into work that I think are steeper:

I went to Batley High School, half way up Batley field hill and bang in the centre of your map.
Last place I expected to see the location of my old school. Thank's for posting.
As far as steepness is concerned i'm afraid both Batley field hill and scotchman lane would be way down on the list compared with some roads/hills already mentioned.
Still a stiff climb for your daily commute though.0 -

In fact there are loads of short sharp ones in N Devon, usually have grass growing in the middle of the roads too!0 -
