    It was more about the transfer of responsibility

    The argument was that prior to this legislation, the driver was responsible for seeing the cyclist (whether lit like a Christmas tree or not)

    After legislation it was the responsibility of the cyclist to make sure they were seen.

    A massive change in the way roads were used at the time.
