New Bike Advice required please!!!

Bike must be £700 or less for 25 mile daily round commute. Intend to do this through Winter barring icy conditions. Route is main road, bumpy/potholes in a few places.
I need something that will take full mudguards, not too worried about how the thing looks. Also needs to have drop bars. Main thing is it needs to be very sturdy.
Been to local bike shop who suggested steel framed Kona Honky Tonk. I have also read that a cyclo cross bike may be suitable. Like the low maintenance aspect of single gear bikes, bot don't yet have the fitness to go for this as the route is a bit undulating!
Any responses would be much appreciated...
