dispensation card..?

As an U16 im hoping to race 4th cat in a few weeks, but apparently I need a 'dispensation card' in order to do so. I have the 15 British cycling points which is the minimum you must have to apply for one of these cards, however despite spending a long time looking on the web for information about it, I cant find any!

Anyone know any other info about it or where I get/apply for one?

    Proof yet again that the BC site is woeful.

    Best I could find was this:

    It has an email address on it but says it's for closed road and track events. Send the guy an email saying that you can't find any details on their website and could he forward your request on to the appropriate person.

    Pick up the phone and ring the membership department. They will help you. (Sorry - don't have the number at hand).

    If you don't call them to do it it will take months, I rang and it came 2 days later. You can only race with the seniors for closed circuit and track events. Its not really a card but more of a letter which says you can ride up. Somepeople cut it down to size and laminate it though.
