i have been competing in 10's for the last few months and had a pb a couple of weeks ago, but since then i have started to train for the etape hibernia, but still doing 10's but my times have increased.
would the extra mileage effect tt times?

It may do, if you have cut out all Vo2Max and Threshold intervals (if you were doing these), then this could have an effect. It could be that with the increased mileage, you are more tired as well, this will obviously have an effect.

It could also be, conditions have changed, and that everyone you race against has gone slower, compare your recent times with this that finish around you, and see what the difference is compared with earlier in the year.

Higher mileage hasn't affected my 10 TT times, though I don't do many 10's. I guess if I did more Vo2Max intervals, the times would probably be better.
