'Torn' Carbon Front Mech Braze-on

It looks like the front mech braze-on on my 2005 carbon fibre Focus Cayo has torn.

Does anyone know if a. this can be bonded at all or b. be removed in order for a band-on front mech to be installed? If the latter is possible, would the tear in the carbon make it unsafe to ride?

I am not the original owner but the frame is outwith the warranty period anyway.

I've e-mailed Wiggle and Focus but thought I'd throw the question to the forum too, in case anyone had any insight.

Could it be removed (sanded off) and then you use a band on front mech? Got to be easier for the carbon bods, or you could have a go yourself (I'd take the risk but YMMV).

Yeah, I'm not sure. It looks like it is riveted to the frame and bonded. The rivets are still in place but the bonding is coming away. I'm wary of weakening the frame by removing the rivets. I'm inclined to go down that route though.
