Help identify my Road Bike

I believe my old resprayed road bike frame may be of Reynolds 653. Probably manufactured in the 80s / 90s. Its distinct in that in has two short tubes running from the chainstays to the seat tube - I assume these are for additional rigidity. These additional tubes are circa 100m in length and locate on to a specific lug on the seat tube (down tube).
The stamped frame number is difficult to decypher but looks like 048.

Any ideas ?
