    Sloppy. Remember the Vino case where he was banned but then didn't get a full ban. The UCI needs to deliver the Slovenians a clear message: if the data's good enough to convict him, then get on with it. Otherwise the UCI should block Slovenian riders from racing in the worlds, Olympics etc. They should have threatened the Spanish with this following their heel-dragging over Valverde.
