a headset

hi all, i cant get al the play out of my a headset and i reckon its cos the star washer isnt gripping enough, any idea how to replace this washer ? thanks.

Are you sure you have the right technique? Undo stem bolts, adjust preload, and then redo stem bolts to hold the adjustment?

Alsois all the headset parts in the right order?
