Trek 2.3

I've just bought a Trek 2.3 road bike. On the right side front fork, facing inwards towards the wheel, is an oval shaped piece of plastic about 2 x 5.5cm. This is in a recess that is the same size and shape as the cover. There is a small cap screw holding the cover in place, though I've not yet removed this. Does anyone know what this is for?

Speed trap is cool. I got a Trek alpine puter with compass etc and it works well0
