Specified Seatpost Length - Usable or Actual

Hi,
I'm looking at seatposts on CRC at the moment and I wondered whether the length they specify is the actual length or the usable length?
For instance, My current seatpost (that won't fit in my new frame) is 400mm but 270mm to the 'do not exceed' line.
I assume that it is 'actual length' but I just wanted to make sure.
Also, I'm switching to full suss and I think the frame (iron horse bootleg) was originally specified with a 300mm seatpost. Am I best sticking with a 400mm or moving to the manufacturer default?

The kength quoted is the overall length, not usable length.0
