Just received a new wheel from Chain reaction, a Shimano R500. Now I'm unsure if the blue plastic strip where the rim tape would go is just packaging or if this is to replace rim tape or what? It has a hole for the valve.
I don't know whether to remove it or not?

It is a form of rim tape. Should be fine on its own.

even tho this 'tape' can move? It isn't stuck to the surface of the rim and can be pushed in. I'm thinking the tube could get pinched between it and the rim?0

I don't think it's the same as the tape in the link0

It should be OK. It is Shimano 'rim tape' and you stretch it into the rim.
