So long as all the running gear is all in good order, it sounds like a good buy.

I have a Thorn XTC which I bought new in 2004, done several thousand miles on it of loaded touring and days away. Comfy for 100 mile days and reliable. The frames are very good quality and the rest fully upgradeable as part wear out or when you desire. Have no reason to doubt the tour would be any different. At that price and by the sounds of it's condition I doubt you'll find much to beat it.
    Good luck.
