They're not fast enough, they should hire some pro athletes and put em on cyclocross bikes with panniers on.

They are all slow, I was in Manchester down Oxford road once, and stopped at the lights behind a policeman on a bike, he said, "it's ok, you can go past me, I'm knackered, I've done 14 miles today!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!"

I don't know about the police bikes but the ambulance cycle response bikes when fully loaded with all our kit weigh 75kg ride 14 miles with a 75kg bike and tell me you are not knackered.

I used to ride a Police bike, awful awful things. Weighed a ton. One I used to ride was made by Smith & Wesson I kid you not!
Always falling apart and flexed like a bitch! They were very very hard work to ride. Didn't help with all the paperwork I had to carry along with all my kit ie belt, cuffs, baton, body armour (which always made you nice and sweaty) and flat cap for using off the bike.
