Advice on brakes

Hi all, just some advice needed. Have a Ridley Eos and according to specs I was expecting Tiagra brakes but have ended up with 4ZA brakes. Noticed on an extremely wet descent recently that I wasn't satisfied with the braking force I was getting.

What would be the issue - the brake calipers themselves or the pads?

    Poor braking in the wet is pretty much integral to the road bike experience. Koolstop Salmon pads seem to come highly recommended as a cheap way to increase braking (especially in the wet) -- beyond this, try braking earlier (the rims dry off a bit after a couple of spins against the pads)
