I think it is a compression /icing device... neoprene cuff with water pumped through the inside to help chill the muscle down. Had one used on my shoulder post op.0

Yes, it's used as a recovery tool for tissue injuries but also the cooling effect on the blood helps a rider when they are hot. Think of it like one of those ice packs for a bottle of wine.

During a hospital stay once I had something similar on each leg. It was a sort of bladder
which filled with air, squeezing the leg slightly, then deflating, then squeezing, then....
It's purpose was to keep good circulation going in bed ridden patients, but I can see it having uses in sports massage. For me it felt great and was very relaxing. I slept with them on for a week or so. I kept kidding the nurses that I was going to steal it and take it home. It felt that nice.0
