We're guessin they're wire cutters/strippers, you can rotate the camera to see it completely. We recon that must be deliberate as we can't see how it would happen accidentally.

Google streetcar driver gets out to fix camera with a set of pliers, camera takes a picture of the pliers and is consequently missed by the streetmap team when putting together that area. Or maybe it is actually a giant set of flying pliers
