    What pulley exactly?

If you mean the top pulley on the mech you need to adjust the mech, look here. www.parktool.com/repair/readhowto.asp?id=64

yup, probably need to screw in the B "tension" screw - is your biggest gear within the capacity of the mech ?

A chain that is too long will cause this

The gap between the top pulley and the rear cassette is rather substantial and this is causing the chain to rub on the top pulley. But my rear mech has no B- screw so how do i adjust it

Shortening the chain, as someone has pointed out, is usually the order of the day. If you have horizontal (or anything but vertical) dropouts, taking the rear axle forward in those dropouts can help.
