Rim tape/Paint

My rim size is 700C and its got black tape or paint im not sure that is chipped and wondered what it is so i can replace it

    Are we talking inside the rim or outside. Insides of rims don't get painted so you're looking at rim tape(a must have for clincher tires). If outside the rim then it's most likely paint and a little touch up black can't hurt.
